At its Regular Board Meeting on September 17, 2024, the Martin County School Board approved several key Memorandums of Agreement and proposals, including those related to salary increases, critical shortage supplements, and health insurance supplements for the Martin County Education Association (MCEA) and American Federation of State, County and Municipal Employees (AFSCME).
Critical Shortage Supplements:
During the Board Meeting, the Martin County School Board approved designating Exceptional Student Education (ESE) instructional positions as "Critical Shortage" areas, making them eligible for the "Critical Shortage" supplement as outlined in the MCEA 2023-2026 contract. The Board approved a supplement of $4,000 for teachers working full-time in ESE self-contained settings. ESE Support Facilitators who work with ESE students in general education settings will receive $2,000. These supplements will not be prorated and will be in effect from September 17, 2024, through June 30, 2025.
To address paraprofessional vacancies and support retention, the Board entered into a Memorandum of Understanding with the AFSCME Florida Council 79 Local 597. Under this agreement, paraprofessionals may receive a $4,000 incentive for the 2024-2025 school year if they are employed or in the hiring process by October 1, 2024, and remain with MCSD through the end of their 2024-2025 contract year. Volunteer Site Contact Supplement (AFSCME):
With the Superintendent’s reorganization for the 24-25 School Year, all school sites will manage their own volunteer coordination by designating an AFSCME White Collar staff member for this role. The School Board approved a Memorandum of Understanding to provide a $500 supplement for White Collar AFSCME members selected to fulfill the obligations of a Volunteer School Site Contact, which will be filled via an internal posting. This supplement will be prorated throughout the 2024-25 school year for distribution. View the agreement here.
Insurance Supplement (MCEA/AFSCME):
The Board agrees to provide a one-time, lump-sum supplement of $600, before taxes, to each eligible MCEA and AFSCME member to help offset medical insurance costs. The supplement will be paid to Bargaining Unit Eligible members during the first payroll processing period after March 1, 2025. View the agreements here: AFSCME, MCEA.
Teacher Salary Increase Allocation/Experience Placement Schedule (MCEA):
The School Board approved the 2024-2025 salary agreement, which was tentatively reached between MCSD and MCEA during the first salary negotiation session. The agreement includes $1,161,512.91 in TSIA funds from the state and $1,300,000.00 from the District, totaling $2,461,512.91 allocated for salary increases and performance pay raises. This results in an across-the-board 3.1% salary increase for all bargaining unit-eligible members. Performance Pay was agreed to in the following amounts:
Annual Contract: Highly Effective - $100
Annual Contract: Effective - $75
Professional Services Contract: Highly Effective - $75
Professional Services Contract: Effective - $50
